In accordance with the Affordable Care Act (ACA) of 2010, Governor Andrew Cuomo established the New York Health Benefit Exchange (NYHBE) by Executive Order #42(April 2012). NYHBE will provide a marketplace for uninsured individuals and small business owners to comparison shop for health insurance and will allow participants to receive federal tax credits and cost sharing subsidies. It is anticipated that one million New Yorkers will now have access to health insurance through the exchange. NYHBE will begin to accept applications for insurance coverage on October1, 2013.
NYHBE will serve two market groups – individuals and small businesses. Producers who wish to place business through NYHBE must be separately certified to operate in both markets.
